http://www.cbsa-asfc.gc.ca/publications/pub/bsf5082-eng.html#s2x18 Gifts You can import gifts for friends into Canada duty- and tax-free as long as each gift is valued at CAN$60 or less. If the gift is worth more than CAN$60, you will have to pay duty and taxes on the excess amount. You cannot claim alcoholic beverages, tobacco products or business-related material as gifts.

Sure they can bring gifts. As long as they don't exceed the quota for cigarettes or alcohol (and you say they aren't bringing any) or fresh meat or produce, the only restriction is on the dollar value of what they are bringing. They may have to pay duty on it to bring it into Canada, but I think they are allowed a base rate., If they are bringing any medication, make sure it is in the original container. Especially prescription drugs.
